I have a Canon Powershot A560, whose lens wouldn't even BEGIN to open, and it reported "Lens error, restart camera". More people have reported success with this method than with any of the other methods (see the polls in the right column).

Some common error messages that might show up on the LCD's of cameras with this problem include "E18 lens error" (older Canon Powershot), "ACCESS" error (Sony Cybershot), "Zoom Error" (Fuji Finepix), KODAK bought in 1998 lasted for 6 years until I dropped it. I tried No 7. I can heard a "clack" from the interior and now my camera work again.

WEll, I just tapped the top (face) of the lens gently against the table and it worked...!!! I pulled up on the latch, reseated the cable, and locked down the latch again and all works perfectly again! Then retracts, there's a partial shutter closure.
